    Please make it possible that low ranking rulers can decide to unite under weak goverment form

    They will form an elective monarchy under strongest ruler.

    It will be decision that will cost money and prestige that can only be taken as strong ruler(AI will take it whenever it can) and can be taken anytime BUT it will be too expensive if only 1 condition filled

    Must be filled conditions:

    1)Title is not allready created

    2)Atleast 1 optional condition is filled

    3)Not a King or Emperor

    4)Not being invaded by seljuks,Timurs and any smiler event

    Optional conditions:

    1)Foreign rulers are at war to conquer your kingdom area

    2)Heathens are at war to conquer your kingdom area

    3)A very threatening nation that you all in coalition bordering your kingdom area

    There can be more... but each of this conditions reduce cost to take decision

    when decision is taken if required enought vassals agree to form a kingdom all that accepted will create a kingdom under person taken decision

    Now here is the important:IF THEY AGREE is very difficult because even if you fulfill everything AI may think you are more of a problem or like foreigns... or even secretly heathen that wanting them to rule.

    in that case they will refuse and if more than half of realm holds refuse it then you will fail to create the kingdom and get %75 refund. You wont take this decision again for 50 years too

    laws will be slightly more centralized than HRE but only slightly

    edit:I think this can form an empire but since you cant be a king to take decision it will be super difficult since everyone in empire region must be threatened and same culture/faith with you + like you etc... Attracting %80 of them(since forming empire requires more than half) will be extremly difficult and expensive

    In a world where the whole Europe was being taken over by pagans and heretics and the Germanic faith got reformed and launched invasions all over the continent, the Children Crusade succeeded thanks to the aid of a breton nestorian red panda. I really don't know what to say.
