I got the first notification concerning it around a year after two continuous wars, a Great Holy War on then Umayyad Hispania for Aquitaine and an invasion (Alexander) of West-Francia. According to the notification, since the Teutonics were eclipsed by other holy orders, they decided to go north and convert the pagans by the sword. It is a crusade declared solely by the Teutonic Order. No involvement of the pope or any Christian ruler.
