    The raiding mechanic in Crusader Kings 3 is exclusively available to tribal governments which breaks immersion.

    Technically speaking all cultures and peoples participated in some kind of raiding or pillaging of neighboring kingdoms without formally declaring war on them. For example, after the Seljuks victory at Manzikert peace was signed between the two states however minor warlords that were under the nominal rule of the Seljuks continued to launch annual raids in to Anatolia (that can not be replicated in game unless somehow the Seljuks become a tribal confederacy).

    Cultures who were famously known for raiding such as the Turks, Nordics, Berbers, Bedouins etc should be able to launch raids regardless of what government type they have.

    Farming Theocratic Vassals is Extremely OP

    If you weren't aware, theocratic vassals are extremely busted: the levies and taxes they give scale with your level of devotion, reaching a stunning 55% tax/50% levies at max level. They also don't complain about crown authority and can't be claimants, so they'll never join factions against you.

    The game balances this by not allowing you to create theocratic vassals under normal circumstances: in theocratic faiths, you can't own/revoke temples, whereas in lay clergy faiths granting a temple to someone (of a lay clergy faith) doesn't make them theocratic.

    There is, however, a workaround that allows you to turn any county into a theocratic vassal, as long as that county has a temple holding. Here's how (assuming you start with a theocratic faith, like catholicism):

    1. Convert to a lay clergy faith, while ensuring none of your vassals will convert (easiest way is to stack tyarny so that their opinion is -100).
    2. Revoke as many counties as you want to convert (helps to have max dread so they don't refuse)
    3. By default, each county's capital will be the castle, but since you now also own the temple directly, you can move that county's capital to the temple
    4. Convert back to a theocratic faith; you will still own the temple holding (which is now the capital of the county), but it won't give you any taxes/levies
    5. Grant the county to an unlanded character of your theocratic faith; congratulations, you've now created a new theocratic vassal!

    With a high-learning ruler, each conversion will only cost you 250 piety, which you're gonna have a ton of anyway since you need high devotion. You can rapidly amass an army of loyal theocratic cash cows that will never rebel by simply repeating the above process whenever you conquer new lands. Here it is in action: the barely-developed desert theocracies of Khotan pumping out an impressive 4k in levies and 30 gold/month in 1030, 20-ish county-level theocracies in total.

    Edit: to those of you saying you can make a higher-tier title into a theocracy by giving it to a lower-tier theocratic vassal, you're completely missing the point a) what do you do if you don't have a theocratic count anywhere in your realm? b) even if you make your theocratic count into a duke, the other counties in his realm don't magically become theocracies

    Got her near 60, went nuts. 103, disfigured, nude, legendary reveling witch with all 4 positive congenital traits, Living Legend, Religious Icon, with 4 skilltrees filled... This woman could destroy a level of stress with a single feast, and got +90 opinion baseline from all rulers of her faith.
